If you are a rock star you get a limo. If you want to get it by cheating, type in your cheat bar (ctrl+shift+c) 'testingCheatsenabled true', then shift+click on the mailbox and select the option set career path, and then you can choose from all the jobs in The Sims 3 including rock star, and then you can get a limo.
