You can catch Ho-Oh by receiving a Rainbow Wing from Eusine after you have caught all 3 Legendary Beasts (Raikou, Entei and Suicune) and then you'll be able to get through all of Tin Tower including being able to go up the staircase that will take you to where a Level 60 Ho-Oh is at.
