Just go to the .minecraft folder and go to the texture packs folder and delete the zip file. If the texture pack is inside minecraft.jar, too bad for you. You'll just have to make a recovery folder for your saves, delete all the minecraft files and re-download the game.I think as of 1.6 and above (final game, not beta) the resourcepacks folder is now where you put or remove the Texturepacks. There is also no more .bin folder to worry about.
